2022 Annual Meeting
The 42nd annual meeting of BDM Rural Water System was held on Monday, March 28th, 2022 at 6:00 pm in the BDM building in Britton. 35 voting members and 12 guests were in attendance, along with Brian Bergantine from AE2S, Jeremiah Corbin from SDARWS, and BDM employees.
Torre Raap, Chairman of the Board, called the meeting to order and gave the Board Report.
Terri Post of Quam, Berglin, and Post P.C., appeared via video conference and reviewed the audit.
Assets as of December 31st, 2021 totaled $23,937,955.56. Total liabilities were $9,385,195.93. Water sales for 2021 were $3,333,873.60. Total gallons sold were 444,117,280.
Attorney Dan Smeins appeared via video conference and reported that the incumbent directors for District Three (Hal Treeby), District Four (Marc O’Brien), and District Six (Alex Suther) were the only members to submit nominating petitions, and therefore are re-elected to their director positions.
General Manager Rodney Kappes presented the Manager’s Report. BDM experienced record usage in 2021 and taxed the system to its limit, but with the dedication of the operators, the system kept up. Our source water was discussed; BDM has received additional permits from the state allowing us to draw more water from the aquifer to keep up with current water demands. Operational and material costs have risen dramatically in the last couple of years. Members should expect a rate increase in the next few months. The WINS (Water in Northeast South Dakota) project was explained to the members.
Brian Bergantine of AE2S addressed the members with a presentation about current industry trends affecting BDM. Material cost increases, material shortages, and inflation are some of the obstacles water systems are now facing. Labor shortages and contractor availability are also complicating systems’ construction and maintenance plans.
Jeremiah Corbin of the SD Association of Rural Water Systems spoke briefly about the services SDARWS provides to its member systems, and thanked BDM for its continued support and membership.
Manager Kappes responded to several questions from the members and thanked them for their interest and input.
Drawings for prizes were held. The winners of the $100 water bill credits were Tom Tollefson and David Behrns. Winners of the $50 water bill credits were Michael (Bernard) Rolstad and Holly Butrum. 2020 Annual Meeting
Due to Covid-19 restrictions, BDM's 40th annual meeting was held on Monday, August 31, 2020. From 3-5 pm members drove up to the door, signed in, and were given the audited financials, 2019 meeting minutes, appreciation gifts, and a ticket to sign for the door prizes. A brief business meeting was held at 7:00 for anyone who wanted to return for it. Fifty-six voting members signed in from 3:00 to 5:00.
At 7:00 pm Board Chairman Torre Raap called the meeting to order. Minutes of the 2019 annual meeting were approved by motion, as was the 2019 audit.
Attorney Danny Smeins held the director elections for Districts Two and Five. Running unopposed for District Two was Terry Leonhardt and he was re-elected for his second term. Running unopposed for District Five was Donnell Ogren and he was re-elected for his second term.
General Manager Rodney Kappes gave a short recap of the year and thanked the team for their work and support. Brian Bergantine, engineer with AE2S, also briefly addressed the group.
Manager Kappes presented Darin Roehr with his 25-year anniversary pin and Jim Hagen received his 15-year pin. Drawings for water bill credits were held. Winning members were notified by phone.

BDM held its 38th annual meeting on Monday, March 26, 2018 at 6:00 pm in the BDM building in Britton. There were 32 voting members present, and 19 other guests.
Board Chairman Torre Raap called the meeting to order and presented the Board Report. General Manager Rodney Kappes gave the Manager's Report and the Auditor's Report.
Director Elections for Districts One and Seven were held. Torre Raap was re-elected to District One for a third term. Kevin Deutsch was re-elected to District Seven for his second term.
BDM employees were introduced to the members and drawings were held for cash and other prizes. Following the meeting, BDM employees served a supper to those attending.

Director elections were held for Districts Two and Five. Terry Leonhardt was elected to fill the District Two vacancy, previously held by Lance Fliehs, who has served three full terms and was ineligible for re-election. Don Ogren was re-elected to District Five. An engraved clock was given to Lance Fliehs in appreciation for his nine years of service as a BDM Rural Water System director.

Outgoing director for District Seven, Clayton Moen, was recognized for his nine years of service as a BDM Rural Water Director.

2014 Annual Meeting
The 34th annual meeting for BDM Rural Water System, Inc. was originally scheduled for Monday, March 31, 2014, and as so often happens in South Dakota, Mother Nature stepped in and interrupted those plans. The annual meeting was rescheduled and held on Monday, April 14, 2014 with 39 voting members in attendance.
Management and Board reports were given by General Manager David Wade and Board Chairman Clayton Moen, respectively. Office Manager Kim Peters presented the audit report as prepared by the auditors, Quam & Berglin of Elk Point, South Dakota.
Director elections were held for Districts Two and Five. Lance Fliehs from Groton was re-elected as director for District Two. Mark Hagen was re-elected to the director seat for District Five.
Drawings were held for cash and other door prizes. The evening ended with a light supper served by the BDM employees.

The 33rd annual meeting for BDM Rural Water System, Inc. was held on Monday, March 25, 2013 at 6:00 pm. Fifty voting members were in attendance.
Management and Board reports were given by Manager David Wade and Board Chairman Clayton Moen, respectively. Justin Krieber from the firm of Quam & Berglin presented the audit report.
Doug Anderson of Dakota Pump & Control gave a presentation on satellite meter readings.
Director elections were held. Hal Treeby of Hecla was elected as the new director for District Three. Robert Watkins from Britton was re-elected as the director for District Four. Nathan Steiner was re-elected as the director for District Six.
Drawings were held for cash and door prizes. A light supper was served to the members.
2012 Annual Meeting
The 32nd annual meeting for BDM Rural Water System, Inc. was held on Monday, March 26, 2012. The annual meeting was held with an "open house" format with 53 voting members in attendance.
Several members participated in the tours of the water treatment plant which were led by Manager David Wade and BDM employees.
Voting was held throughout the day for directors in Districts One and Seven. Clayton Moen from Sisseton was re-elected a director for District Seven. Torre Raap was elected and the new director for District One.
Coffee and rolls were served all day. Drawings were held for cash and other door prizes.
2011 Annual Meeting
The 31st annual meeting for BDM Rural Water System, Inc. was held at the BDM building in Britton, South Dakota on Monday, March 28, 2011 with 54 voting members present.
President Travis Olson presided over the meeting. Travis introduced the board members and presented the board report. Dwight Berglin from the firm of Quam & Berglin reviewed the audit report.
General Manager David Wade updated the members on the status of various projects. He also stated that the scholarship program continued in 2010, and four $500.00 scholarships were awarded to children of BDM members.
Director elections were held for Districts Two and Five. Lance Fliehs was re-elected as director for District Two. Mark Hagen was elected to serve
as the director for District Five.
A presentation featuring pictures from past annual meetings and various construction projects was shown. Drawings were held for cash and other
door prizes. Supper was served by the BDM employees.
2010 Annual Meeting
The 30th annual meeting of the BDM Rural Water System, Inc. was held at 6:00 p.m. on Monday, March 29, 2010 at the BDM Rural Water building in Britton, South Dakota.
Reports were given by the Board Vice Chairman Clayton Moen and General Manager David Wade. The audit report was presented by Dwight Berglin of Quam & Berglin.
Elections for three directors were held. Cortney Dinger was re-elected as the director for District Three. That district is comprised of the townships of:
Claremont East, Claremont West, Columbia, Shelby, Lansing, North Detroit, South Detroit, Portage, Hecla, Liberty, and Greenfield in Brown County.
Nathan Steiner was re-elected as the director for District Six. District Six is made up of LaBelle, Veblen, Dumarce, McKinley, Lake, Red Iron Lake, Eden, and
Buffalo townships in Marshall County and Norway, Bossko, Long Hollow, and Dry Wood Lake Townships in Roberts County.
Robert Watkins was elected as the director for District Four. District Four represents the townships of Dayton, Newark, Stena, Miller and Weston in
Marshall County.
Darian Kilker was recognized for serving nine years as a director for District Four. Manager Wade presented Darian with a check and a plaque in appreciation of his service.
After the meeting, a drawing was held for cash and other door prizes. Supper was served by the BDM employees.
2009 Annual Meeting
On April 2, 2009 51 voting members attended the 29th Annual Meeting of the BDM RURAL WATER SYSTEM, INC. Travis
Olson, Langford, was reelected as director in District One, and Clayton Moen, Sisseton, was elected in District Seven.
Reports were given by Chairman Travis Olson and General Manager David Wade. In 2008 52 new hookups were installed through the internal expansion program and other new users. The first phase of the Hecla Area expansion is also complete, bringing water to the Town of Hecla and an additional 40 individual users. Projects slated for this year include a system storage upgrade and continued work on the internal expansion.
It was announced that four $500 scholarships were awarded in January to two boys and two girls, Ryan Vrchota, Brody Carlson, Lexi Bohlander, and Nicole Olson. Recognition was given to Orville Helgeson who recently retired from his part-time maintenance position.

Robert Watkins was elected as the director for District Four. District Four represents the townships of Dayton, Newark, Stena, Miller and Weston in
Marshall County.
Darian Kilker was recognized for serving nine years as a director for District Four. Manager Wade presented Darian with a check and a plaque in appreciation of his service.
After the meeting, a drawing was held for cash and other door prizes. Supper was served by the BDM employees.
2009 Annual Meeting
On April 2, 2009 51 voting members attended the 29th Annual Meeting of the BDM RURAL WATER SYSTEM, INC. Travis
Olson, Langford, was reelected as director in District One, and Clayton Moen, Sisseton, was elected in District Seven.
Reports were given by Chairman Travis Olson and General Manager David Wade. In 2008 52 new hookups were installed through the internal expansion program and other new users. The first phase of the Hecla Area expansion is also complete, bringing water to the Town of Hecla and an additional 40 individual users. Projects slated for this year include a system storage upgrade and continued work on the internal expansion.
It was announced that four $500 scholarships were awarded in January to two boys and two girls, Ryan Vrchota, Brody Carlson, Lexi Bohlander, and Nicole Olson. Recognition was given to Orville Helgeson who recently retired from his part-time maintenance position.
Dwight Berglin from the firm of Quam & Berglin gave the audit report.
